Passenger rights from EC Regulations 1371/2007 and EU 181/2011
Regulation (EC) No. 1371/2007 of the European Parliament and of the Council of 23 October 2007 (transposed into our legislation with Legislative Decree 70/2014) on rail passengers' rights and obligations, defines the rights of users of rail services and the obligations of railway undertakings.
Regulation (EU) No 181/2011 (transposed into Italian law by Legislative Decree 169/2014) on the rights and obligations of bus and coach passengers, regulates the rights of bus and coach passengers. Below you can consult the official summaries of them:

Second instance complaints
In accordance with EC Regulation 1371/2007 and EU Regulation 181/2011 on rail and car passengers' rights, it is possible to lodge a complaint with the Transport Regulatory Authority as a second resort, i.e. only after a complaint has been sent to the transport operator and the deadline for a reply has expired without success, using the complaint forms that can be downloaded from the following links

filled in and accompanied by a copy of a valid identity document of the complainant, to be sent by registered mail with return receipt, by "Posta Elettronica Certificata" (PEC) or by the special telematic system for the sending and management of complaints (SITe).
